Harrogate tenants tend to stay put. Families settle near good schools, professionals commute to Leeds and York, and NHS staff choose homes close to Harrogate District Hospital. Long, steady tenancies are good news, but they also mean many landlords haven’t had a reason to test their processes against the new rules.
Five months after the Renters’ Rights Act took effect on 1 May 2026, autumn is the right moment.
Check the paperwork you can’t see.
Every existing written tenancy needed the government’s Renters’ Rights Act Information Sheet by 31 May 2026. Councils can issue penalties of up to £7,000 for failing to provide it. With a long-standing tenant, this is easy to miss, so check your records now.
Planning a rent review? Use Section 13.
Rent can now only go up once a year through a Section 13 notice, with at least two months’ notice. Rent review clauses in older agreements no longer apply, and tenants can ask a tribunal to decide whether an increase is above market rent.
That makes local evidence essential. A period apartment overlooking The Stray, a family house in Pannal and a terrace near the town centre each have their own comparables, and a tribunal will expect to see the right ones.

If your tenant gives notice
Re-letting now has clear rules:
- Advertise a fixed rent and don’t accept higher offers.
- Take no more than one month’s rent in advance.
- Avoid blanket bans on pets, children or tenants who receive benefits.
- Respond to pet requests within 28 days, without charging a pet deposit or pet fee.
Records are your safety net.
Without Section 21, possession depends on proving a specific ground. Keep rent statements, written messages, inspection notes and safety certificates together and up to date. It’s the simplest protection you have.
Your Harrogate register dates
The register for your rental property service opens on 15 December 2026. Harrogate falls in Yorkshire and the Humber:
- Registration for the region opens on 15 April 2027
- The deadline is 14 July 2027
- The fee is £65 per property, per year
- You can register early from 15 December 2026.
Councils can fine landlords who don’t register by their deadline. A landlord ombudsman follows, with compulsory membership expected in 2028.
