You’ve probably read the headlines about the Renters’ Rights Act by now. Five months on from 1 May 2026, this guide looks at something more useful: where the new rules are catching Leeds landlords out in practice.
Re-lets in a fast-moving city
Leeds lets go quickly. A city-centre apartment, a Headingley shared house or a family home in Roundhay can all attract several enquiries in a day. That speed is where mistakes happen:
- You must advertise one fixed rent and can’t accept offers above it, even if tenants volunteer them.
- You can take no more than one month’s rent in advance.
- Blanket bans on pets, children or tenants receiving benefits aren’t allowed.
- Pet requests need a reply within 28 days, and separate pet deposits or fees aren’t allowed.
Rent reviews need a paper trail.
Rent can rise once a year through a Section 13 notice with two months’ notice. Tenants can challenge an increase at the tribunal.
Leeds’ average rent was £1,145 a month in August 2026, up 4.2%, according to the ONS. Your property’s comparables matter more than that headline, especially across neighbourhoods as different as LS6 and LS17.

The information sheet you might have missed
Written tenancies that existed before 1 May 2026 needed the government information sheet by 31 May 2026. Councils can issue penalties of up to £7,000 for failing to provide it.
Records decide possession cases.
Without Section 21, regaining possession means proving a specific ground. Rent statements, written messages, inspection notes and certificates are your evidence. Keep them in one place.
Your Leeds register dates
The register for your rental property service opens on 15 December 2026. Leeds is in Yorkshire and the Humber
- Registration for the region opens on 15 April 2027
- The deadline is 14 July 2027
- The fee is £65 per property, per year.
HMO landlords should check their licence details are complete, as the register asks for them.
Your October checklist
- Re-let process with one fixed rent and no bidding.
- No more than one month’s rent in advance.
- Pet requests answered within 28 days.
- Rent review planned through Section 13, with local evidence.
- Information sheet sent, with proof.
- Register window noted: 15 April to 14 July 2027.
